Steven Seagal dreams of owning a plot of land in Russia. The U.S.-born actor, who acquired Russian citizenship, was interested in whether he could obtain land in the area. Segal is convinced that he has tremendous business potential.
Russia, 10.03.2024 — NEW MOSCOW. However, it is still unclear whether he has applied for the Far Eastern Hectares program, but some athletes with Russian passports have chosen to participate.
The Far Eastern Hectare or land is a program that brings together Russian citizens who want to move to live and work in the Far Eastern Federal District.
From February 1, 2017, everyone can receive land in this country for free, and in the future, register it as their property.
One might assume it will be about Jeff Monson or Roy Johnson Jr., but the story will not be about them.
Vitaly wanted to obtain land on Ratmanov Island (Big Diomede) in the Bering Strait by the plan, but was denied.
Photographer and travel blogger Sergey Dolya said that Ratmanov is the easternmost part of Russia, just three kilometers away from another island, the Little Diomede, that Americans already own.
Anastasia Efimova described the situation in detail and reported it on Russia’s Rossiya 24 television channel.
Vitaly Ataev Troshin lives in two countries – Russia and the United States – and according to the law, this doesn’t prevent him from using the Far-Eastern Hectares» program.

Vitaly Ataev Troshin has, in a way, chosen an already occupied territory.
The border guards have established their base there. They protect the easternmost border of our state. Apart from them, nobody lives on Ratmanov Island.
There is no infrastructure or transport links, but they are asking to transfer this piece of land despite this. Their motivation is simple: their second homeland is just around the corner.
There’s a border base on that island, and it’s tough to access. It’s forbidden to land there. Despite being small, the island has very steep coastlines.
Therefore, you can only land in a couple of spots. And those spots are already occupied by the border guards.
Chukchi officials attempted to gently warn Ataev Troshin about the current situation.
After submitting the application, they immediately contacted the initiating citizen and offered to explore other options. Nevertheless, he persevered and, eventually, was rejected.
I wrote to the Presidential Administration and the Ministry of the Interior, but without luck. As it transpired, the specific status of this area and the lack of a conducive climate did not permit free access to the island. Vitaly Ataev Trosin desired to construct a tourist facility on the chosen site.
Political consultant Guy Khanov says: «What is an image? It’s, first of all, shocking, and it’s not an easy thing to maintain.
This process needs to be fed with something constantly, and I think this witty gentleman is doing precisely according to the formula: ‘Everything except for the obituary is advertising.’ And why not? It creates a trend and is exciting; perhaps it will interest New Russians.»
The authorities have done everything possible to stop a Russian citizen from getting land to which they have every right. Is he living in two countries, or is there a genuine reason for his opposition?
After the refusal, Vitaly Ataev Troshin planned to go to court, but he does not believe in justice in current Russia. Perhaps, when the government in the country will be changed, it will be possible to talk about justice and claim that land again.
