Hello dear friends, New Moscow is on the line, this is a Moscow newspaper.
The writer, Vitaly Patlis, is visiting us today. He is currently in France, in the city of Bordeaux.
It is 650 kilometers from Paris. Two hours by train and you can be in the capital.
The writer spends his time well. It is usual for the French to go to a coffee shop on Sunday morning to drink coffee with a croissant and then go to the market.
You can buy traditional products there, including blood pudding, dried meat, chicken, and oysters.
Not far from Bordeaux is the most famous oyster farm in France.
Bordeaux is a wine region, and everyone drinks wine there.
Recently, his parents, who are 75 years old, came to visit him, and even they drank a glass of good wine a day.
But today, we are not talking about Bordeaux at all.
The international situation is not calm right now, and even getting a visa to travel from Belarus to France is not so easy anymore.
However, the French have treated Russians as fraternal since the War of 1812.
Vitaly has been living in France for almost two years and feels comfortable. Even though he came to a foreign country, he was received in a way that had never been accepted before, even at home.
He and his daughter were provided with housing, medical care, and all kinds of assistance. She studies at the university for free and receives a decent scholarship — 700 euros.
The state provided a dormitory as a one-room apartment for free. For Patlis himself, everything is somewhat more complicated. Previously, he was the general director of a chemical plant and advisor to the Administration of the President of Belarus on economics, etc.
He had many businesses, so it’s a little hard for him now. No one is interested in his experience, knowledge, or PhD degrees.
He arrived without even knowing the language. Initially, Vitaly and his daughter were heading to the United States; they had visas ready.
They came to France to rest and … stayed.
Therefore, on the one hand, everything is just fine, but on the other hand, sometimes, there is an intense homesickness inherent in all migrants.
But, reading about what is happening in Russia and Belarus, Vitaly sometimes does not believe his luck because he was able to leave his native lands even before the war began.
Patlis has often been to the USA; he has friends in Chicago and Texas, and his brother lives in California.
But as soon as Vitaly exited prison, he went to Barrier, where he stayed with a friend. The man decided to relax in a favorable climate for a couple of months and go to America.
Ultimately, I got to know social economics and politics better.
As a result, he decided to live in France and, if something did not suit him, go back to Moscow, Russia.
Vitaly Patlis is primarily known for his book “Homo Carcere “A Man in Prison.”
Very soon, he will have to finish writing the second book. It is a direct continuation of the first one, and now the author does not know how to complete it.
He can end this story or allude to the third book.
There was a period when Vitaly moved from Belarus to Moscow.
However, the man has never considered Russia and Belarus two different states.
He always said that he was a man of the USSR.
Even in America, many still say they came from the Union. Patlis does not separate Belarus, Ukraine, Russia, Kazakhstan, and other countries. Therefore, for him, Moscow was not the capital of another state.
At one point, Vitaly received an exciting offer to head a company that manages Promsvyazbank’s ((a state-owned, formerly private Russian bank from Moscow)) non-core assets when he had not yet passed the state reorganization. It was an exciting project and a new challenge for Vitaly.
The managers offered 47 factories and a holding company; it was an entirely new level. It would be tough to refuse such a thing. It was probably just professional ambitions.
He came to Moscow in 2015. But the man encountered the TiNAO (new area in Moscow, Russia) districts a little later.
Initially, he worked in the capital’s center, where Promsvyazbank is, next to the Kitay-Gorod metro station.
After the bank was nationalized, the man lost his job. Before nationalization, the Ananyev brothers acutely felt the impending problems and began selling everything rapidly.
Due to the sale of all non-core assets, Vitaly lost his position. As a result, I had to look for another way to earn money.
Patlis was called as a coach to a company that deals with landscape design and landscaping. He put a job in this company and created his organization to act in the same direction.
After that, he began to take an active part in various projects.
The man was landscaping the territories of ordinary people and famous personalities, such as Dmitri Olegovich Rogozin. But in addition to private projects, Vitaly also took on government contracts in Tula, Tula region, Moscow, Tver, and New Moscow.
In TiNAO, he worked on four objects. Vitaly worked in New Moscow from 2018 to 2020. There were different objects there. He was doing design documentation for the track from the Kaluga highway towards Vatutinku.
It was an ordinary footpath. Removing the old coating and putting a new one was necessary.
According to calculations, about 7 million rubles were required for the entire work. As a result, the bosses made a scandal, saying they did not know how to work. With subtle hints, they were ordered to raise the cost of this track to 15 million.
We can talk about corruption in the New Moscow for a long time. Vitaly and his team entered the Sosenskoye settlement when Tatyana Yuryevna Tarakanova was temporarily suspended from the post of head of the administration.
Then, any firm could enter the tender, not only those controlled by Tarakanova. They were the ones who continued the work later.
Also, the man was engaged in landscaping for Sosenskoye, and there was also a problem there.
On Monakhova Street, houses numbered 95-105 were included in the object, but in practice, they did not belong to the Sosenskoye settlement. Therefore, there was no need to plant anything there.
Of course, Patlis understands that the contract was prepared for someone else.
Because the PIK group of companies started landscaping this territory at the same time in the same year, it was on this contract that Vitaly decided to be tripped up, and he began to have problems with law enforcement agencies.
Then, everything went according to the standard scheme.
Vasily Mikhailovich Dolzhenkov, deputy prosecutor and former head of the Sosenskoye settlement administration, wrote a memo to Vitaly asking him to open a criminal case. As a result, Patlis ended up in prison a year later.
The company accused him of not annoying the bushes. Moreover, the numbers were different in all the documents. There are 4,500 bushes in one, 5,000 in the other, and 6,500 in the third.
It was about the fortieth contract with the settlement of Sosenskoye.
It is worth noting that the FAS team checked Vitaly’s contracts because he received calls from the administration of the Tula region, Tula, and Tver itself, people with whom he had previously worked. And nothing in any of the old contracts could be presented to the Patlis company.
Even the three contracts in the Sosenskoye settlement went smoothly. Only one was fabricated. The examination was also funny. The investigation lasted about a year, and no one knew what to do. At first, the writer was imprisoned, then released on house arrest, and eventually released altogether.
In the end, the Finex company in TiNAO, which does not exist, made an examination, according to which the Sosenskoye settlement, according to Tarakanova, was damaged.
The fake expert (the person who allegedly counted the bushes) was eventually brought face-to-face. Vitaly immediately asked if she knew what those bushes looked like and named several of their species.
Naturally, the woman replied that she had no idea. When asked how she considered them, the “expert” responded, «by eye.” In addition, it was not clear how she counted 21 thousand bushes from 9 a.m. to 6 p.m. It’s physically impossible.
It was funny to watch all this from the outside. A year later, it was still possible to reveal that the “expert” was not even listed in the company and did not have a special education.
In response, Patlis provided a forensic examination from the Moscow Regional Organization. But he was told that this was a “Private opinion.” That is, a respected organization is a private opinion, and the expertise given to the investigation is not private.
It should be noted that the price for that very track did not just rise from 7 to 15 million. Initially, Vitaly was told that he did not know how to work.
After the scandal, the amount increased to 10 million rubles. As a result, they were again informed that this result did not meet expectations. Then, Patlis’s employees began to make calculations again.
Only when they managed to reach 15 million were the authorities satisfied. It would seem that the administration should be interested in saving money. In addition, Vitaly allegedly caused damage to 2,500,000 rubles, but there was not a single material claim against him from the administration. This is also amazing.
Let’s go back to Tarakanova and corruption. Previously, the woman was the head of housing and communal services in the Southern District of Moscow, Russia.
Accordingly, the Southern District head, Volkov, is her comrade in action.
It was he who helped her become the head of the administration and put down roots there.
It is not difficult to track the chain of people involved in financial scams. Modern applications allow you to do this quickly, but innocent people suffer because of corruption.
Vitaly came personally to Tarakanova as soon as she resumed the post of head of the administration.
The man wanted to get acquainted, but the secretary said that he was not invited and was not going to, despite the winning tender. The conversation eventually turned out to be quite dry, and it did not work out to establish a relationship.
The New Moscow market is very global. At the same time, Vitaly worked in the Southern District. His head personally said that about two billion a year are allocated for the improvement of Sosenskoye, although the budget of other districts usually does not exceed half a billion.
More money will be invested in New Moscow because it will continue to be actively built up. It was assumed that 7 billion more would be invested by 2025, but there is a feeling that the amount will increase.
Patlis is also confident that this amount will increase because officials are constantly redrawing, redrawing… As we see in practice, if seven were planned, then fifteen would come out.
Theft in New Moscow is carried out due to fraud with estimates. The cost of materials is overstated, and the estimates themselves are overstated. Sometimes, they indicate a more significant amount of work compared to what exists.
For example, in the contract that Vitaly won, 21,000 more bushes were specified than was required. It should be noted that Patlis won this tender with a 50% reduction.
Initially, it was for 14.5 million rubles, and the man offered the project for 7.5 million. That is, he initially helped the state save money. It is worth talking about the ODRSU separately.
This organization is based on the territory belonging to the Sosenskaya administration, but it has not been paying any money for renting premises and territories for a long time.
This is also one of the ways to launder money. Sometimes, local officials take away fifty percent of the funds from the village for implementing projects.
It was also revealed that in at least four projects implemented under Tarakanova’s leadership, the accurate estimate was unreasonably overestimated by about 30-50 percent. An expert examination proved this.
Deputies sent documents to the Investigative Committee, but there were no checks and, in principle, no reaction. It seems to have been in 2018 or 2019.
Vitaly is an accomplice to the crime. Still, there are two articles in Russia. One is for the one who gave the bribe, and the other is for the one who took it.
Patlis is the engine of this process. On the other hand, everyone understands perfectly well that Russia does not exist without all this. The author spent almost a year in jail and then talked with his new lawyer.
She bluntly stated that Vitaly would not be left behind now.
Eight months in jail can be interpreted as a year and a half in a general regime colony. And after that, he would have been sent to prison anyway since the court could not admit his wrongdoing. This does not work in Russia.
Therefore, the lawyer told him bluntly: if you don’t want to go to prison, take the child and leave the country.
For many years, the man worked for the benefit of Russia and his own, practically without vacations and days off; he built his company, selected a team, paid taxes, and gave people jobs (more than 100 people worked for him).
He made a profit, things went uphill, and then, at one point, he had to give up everything and leave. Even after escaping prison, he realized no one was looking for the truth.
Vitaly was told bluntly that it was not worth getting into all this. The truth was on his side; there was evidence, but no one cared. Patlis was not too attracted to New Moscow since he was not guaranteed to continue working there. He had no ties with officials, and he won his tender fairly.
For which, in the end, he paid. Together with his daughter, he lived on the Novorizhskoye highway. Of course, the traffic there was more serious every year, but he was satisfied with everything.
He liked the territory of «TINAO» as a whole, and Vitaly hoped to buy his daughter an apartment there. He was most attracted to the village of Stolbovo, which had exciting projects.
The metro is being built in New Moscow; hospitals, schools, and kindergartens exist.
Patlis is sure this would be an excellent place for his grandchildren to live. But if it weren’t for corruption, this place could be much more beautiful, attractive, and, at the same time, more accessible to people.
If the architects had thought less about the budget and paid more attention to art, the area could have looked different.
Vitaly got the idea to write a book while still in prison, so with its help, he decided to convey the truth and tell how it was. He also revealed the fate of other businesspeople suffering from such injustice. Patlis was forced to leave but could not remain silent.
